Separate the packages, document the tenant assumptions, and show what happens if they change. An owner can then compare alternatives without mistaking an incomplete shell allowance for a fully operational facility.
Review the number in more than one direction
A detailed line-item check tests arithmetic and units. A scope review tests whether the work is represented. A comparison to a suitable prior project or cost ratio can expose unusual results, but should trigger investigation rather than automatically overwrite a measured estimate.
